Why the DRMS pilot is a real, unclaimed opportunity for Pillar — and where the case for it is still directional, not proven.

Lendistry Home Loans — the residential-mortgage subsidiary of Lendistry, a minority-led, tech-enabled CDFI/CDE — announced a Disaster Recovery Mortgage Solutions pilot on August 11, 2026, targeting homeowners displaced by the January 2025 Palisades and Eaton fires. The program carries a $15M seed commitment from Bank of America and $5M from the California Community Foundation, with IBHS and FORGE LA named as collaborators.
The critical detail: Lendistry's loan terms require compliance with the IBHS Wildfire Prepared Home Plus standard — but IBHS's own verification process is manual, centralized, and explicitly unavailable to properties under active construction. Nothing in Lendistry's public materials describes how mitigation compliance gets tracked over the life of a rebuild loan. That gap is the opportunity, and Pillar already models almost exactly this workflow.
2Market Opportunity
IBHS's compliance process is structurally mismatched to a construction loan: manual and centralized (one national Audit Team), iterative (unscored "Change Requests"), ongoing (annual photo-based maintenance review), and — the load-bearing gap — properties under active construction are not eligible for designation at all. A rebuild-in-progress loan needs staged mitigation tracking long before a homeowner can even apply for the actual IBHS designation. That tracking function doesn't appear to exist today, publicly, at Lendistry or any comparable lender.
IBHS's own footprint is scaling fast (4→14 states, April 2026), and Lendistry has signaled intent to reuse this program as a template for future disasters — a successful pilot here could become a reference design, not a one-off.

Position Pillar as a pilot mitigation-tracking layer for Lendistry's DRMS loan file — not a replacement for IBHS certification. A case opens per DRMS loan, tracks deficiencies and prescribed actions against an IBHS-scoped demonstration profile, routes contractor/homeowner evidence through accept/reject review, and produces an immutable, versioned verification record Lendistry can attach to the loan file — both for its own servicing record and as pre-audit readiness ahead of the real IBHS designation.
6Competitive / Comparable Landscape
No public evidence of a mortgage lender or CDFI having already built or deployed a mitigation-verification tracking tool integrated into underwriting or servicing for wildfire-hardening compliance. IBHS itself runs the only named verification process, but as the standard-setter's own end-to-end certification workflow — not a lender-integrated, loan-milestone-scoped tracking layer. State/nonprofit rebuild-financing programs address the capital gap, not compliance tracking.

Define the minimum Pillar pilot scope that lets Lendistry track a DRMS borrower's progress toward IBHS Wildfire Prepared Home Plus compliance, staged against a rebuild loan, using Pillar's existing model rather than new architecture.

Pillar's existing domain model already covers most of this workflow, unmodified: Case, DemonstrationProfile, AssessmentRun/AssessmentFinding, MitigationAction, Assignment, EvidenceArtifact/EvidenceSubmission, ReviewDecision, ProjectVerification/CompletionRecord, and PartnerOutboxEvent for delivering status to a partner system.
What this pilot must add: a DemonstrationProfile populated with the real IBHS checklist (content authoring, not schema work); a defined reviewer role; a Lendistry-facing export/delivery format; and a case-intake path referencing a real DRMS loan. No scoring-engine changes required — DRMS follows the same equal-weighted, non-actuarial, demonstration-only convention as the rest of Pillar.
